We would like to inform you that the government of Bulgaria has changed the Civil Aviation Act (CAA) as of 13 August 2010. These changes have transferred the responsibility of passenger security and screening from State Border Police to the airport operator as of 1st of January 2011. Thanks to the efforts and invested significant resources, Fraport Twin Star Airport Management AD as the airport operator succeeded to assume his new duties on time according to changes in the CAA.
In connection with the above and based on the national security program, CAA and ICAO Regulation 9082/7, to ensure the financing of the above activities, we went to consultation with users of both airports for the forthcoming introduction of a security fee.
On the basis of the abovementioned acts and documents and the concession agreement, with a decision taken on 02.11.2010, the Management Board of "Fraport Twin Star Airport Management" AD has introduced a Security fee for Burgas airport amounting to € 1,21/per departing passenger and for Varna airport amounting to € 1,77/per departing passenger.
The abovementioned fee will be levied by all air carriers using Burgas and Varna airports and it will be collected starting from 1st of January 2011.
By virtue of Art. 298 of the Trade Law this information is designed for all actual and potential Airport users willing to use Burgas and Varna airports.
